Move NETCONF-specific sections to NETCONF WG documents #11

The YANG RFC is contains sections entitled "NETCONF XML Encoding Rules" that don't belong in the YANG spec. These should be moved to some future version of 6241, or another draft maintained by the NETCONF WG.

There are two things, factoring out stuff that really should have been in a NETCONF document and factoring out the XML encoding rules. Of course, it is nice to have examples and for that one needs encoding rules. But it might be possible to have XML encoding rules defined in a separate RFC which has a normative reference to YANG 1.x while YANG 1.x has an informative reference to the XML encoding rules. Obviously, this work would have to be done together. Whether the split is at the end worth the effort, I am not sure.

We'd like to first decide if 1. or 2.0, and then decide if to do this.

This should only be done as part of netconf-next. Since no commitment to that, no support for removing NETCONF details from yang-next
