enable 'ordered-by' to be refined into a list or leaf-list #97

A grouping may define a list or leaf-list and, for whatever reason, the using model wished to change the 'ordered-by' value. This should be allowed, right?

+1 this is useful

Believe there was past discussions on being able to use within deviations as well but cannot find. This case has popped up numerous times in practice that are (usually) stop-gaps to fix the lack of ordered-by when the intention may be user - In such cases, the only solutions are to deviate and augment in at a parent node or hand-edit a main module.

So I see this also quite useful for deviations
