Ietf 118 yang semver update #223

This does the following:

Define ysver:version
Remove revision-label and revision-label-scheme
Define ysver:recommended-min-version
Update import rules

This is a first pass, and I expect many issues. This gives us something to pick apart concretely, though.

We kept the augmentation of YL in module versioning for the deprecated-nodes-implemented, etc but we dropped the revision-label augmentation. Shouldn't we add that (with a different name for those leafs) into YANG Semver now?

Good question! Forgot about that. We certainly could. Seems like a good idea. What do others think?
