Formally define a term "package metadata" and use this term everywhere. Are name & version included in "package metadata" ? (probably yes).

Proposal for the "complete" leaf: changes purely to this leaf are editorial (a change to this leaf without changing included packages/modules would mean it is just a correction to this leaf itself). TBD if there are problems with this approach.

Same proposal nbc-changes leaf: editorial.

All the initial leafs between name & tag (inclusive) are metadata and changes are editorial.

TBD: owner to write up specific draft changes for this one.
