Add Randomized Greedy Dispersion (RGD) constructive heuristic

The Fast Greey Dispersion (FGD) heuristic should be adapted to the RGD in order to be used within a GRASP framework.

Options:

• Child class of FGD
• New interface for randomized heuristics, RGD not inheriting from FGD
