I don't think there is a way of keeping this disabled, at least I havent found one. I've even tried moving this file out of skel into /usr/share/default-settings/plasma5-profile/smplayer with the same effect. The issue is with what they change in the INI file, smplayer simply will not keep this change. This even effect smplayer on the debian editions, and on my non-netrunner, Manjaro based Enlightenment system.
