instead of making it default, we should think of shipping some looknfeel preinstalled for easy switching.

change panel layout functionality in it:
No need for a separate utility, look and feel themes are found under System Settings > Desktop Appearance > Look And Feel.
One could alternatively create a custom panel containment with those settings that could be selected from the Add Panel list, and then placed an any edge of the screen.
