System-wide equalizer #148

Maybe Netrunner could be bundled with system-wide equalizer like PulseEffects - https://www.linuxuprising.com/2018/05/pulseeffects-nice-system-wide.html

So your asking if we could add this package to the system by default on the next ISO? https://www.archlinux.org/packages/community/x86_64/pulseeffects/ sudo pacman -S pulseeffects

Honestly, I've never used an EQ, or any other system wide effects myself, I've only done this sort of thing at the application level (Audacity, Ardour, Hydrogen, Rosegarden, Qtractor, Mixxx, etc.). However, I don't see why not.
