We need an ingest tool that allows us to input local files to the DB.
The tool should have a command line interface that can purge all the DB
and insert huge amounts of certificate data (~1 TB) that we have previously
downloaded and saved somewhere.
The tool will be run every time we want to add a new CT server,
or create a new map server instance from raw data.
