This combines various bug fixes and improvements for the map server:

Extend config with HTTP Port
Extend logging output
Sign STH after certificate update
Fix periodic fetching from CT logs
Extend policy attributes with: blocklisted subdomains and excluded subdomains (i.e., subdomains for which the policy attributes do not apply)
Add various helper functions related to signing/verifying, cryptographic format changes, policy attribute verification
