Updates command line tools and their man pages and fixes some bugs #182

This pull requests updates the zonePublisher and rainsd Config file. It updates the man pages of all cmd line tools It uses pflag instead of flag library in all cmd line tools It adds a default config for zonePublisher and rainsd. It allows overriding of entries in the rainsd config file by providing a cmd line option.

This closes #107, closes #181
