skip: update proxy to the last version of the extension #242

This PR updates the backend proxy to support the last version of the browser-extension (see https://github.com/netsys-lab/scion-browser-extensions/pull/17).

Note for reviewers:

This PR includes a little hack in the PAN network to export pan.QUICSession and thus have access to path information. If this hack takes longer to be corrected to merge to the master branch, I suggest to have a separate skip feature branch.
