NSI-13 Update DotNet Core version to 3.1

Problem statement

Update the Test Exam .Net Core version from 2.1 to latest .Net Core version (currently 3.1).

Solution

Changes: Updated runtime framework, launch settings, app settings, program, startup and project dependencies. Added sample logger dependency and privacy page.

Test procedures

• Clone the repository.
• Set project startup.
• Run the project with Visual Studio IIS Express.
