In case there is no or on empty bin directory in the working directory when starting the tool via run or install, it would be great to download the proper binaries from the official scionproto/scion releases. Maybe it makes sense to add a config field to scion-as.toml indicating the running version of the binaries and their matching configurations, e.g the latest release v0.11.0.
