v4l2rtspserver broken on bullseye #106

v4l2rtspserver only supports v4l2, which has been replaced with libcamera on bullseye. Consider using a compatibility layer, or replace with gstreamer-based solution.

equivalent functionality is now available via libcamera and gstreamer.
