Swap required/recommended for creator/publisher #27

Currently the dataset description requirements states that for schema:Dataset the creator property is mandatory and the publisher property is recommended.

In the real world, datasets tend to have a publisher and usually not a creator. This is not a technical issue, but more a lack of information. Organisations often don't exactly know the original creator (same for dateCreated, but that's not a required property). Furthermore, the applicable license is usually determined by the publisher.

Therefor, it's better to define schema:publisher as required and schema.creator as recommended.

This change in specification must be reflected in the SHACL file of the Register.
