The requirements now only allow schema:Organization for schema:publisher and schema:creator.

Do users care if it is a person or organization?
In schema.org/Dataset the schema:publisher and schema:creator have an expected type of "Organization or Person". The use of a schema:Person is observed for example in dataset descriptions made by Triply. So, why not include dataset descriptions which use schema:Person for schema:publisher and/or schema:creator?
A downside: the overview of publishers will get more diffuse as it lists organizations and persons (and SPARQL queries become a little bit more complex).
