ZMQ socket - ad-hoc configuration option #21

the ZMQ socket uri should be dynamically configurable

When running in "Library mode" the ZMQ uri is learned from pmtelemetryd. In "binary mode" the ZMQ uri is statically set to "ipc:///tmp/grpc.sock"
