Pull in CWT Data

Seems all of the studies on juvenile distributions lean on the CWT data so I might as well make direct use of it myself.

• [x] Ensure we don't re-upload records repeatedly
• [x] Determine dimensions and create functions for keeping those up to date (or error out if we haven't provided the information needed)
• [x] Reformat data to have more sensible column names for our warehouse
• [x] Enforce types and filter if needed
• [x] Create a pipeline for doing upload of new retrievals
• [x] Document where to get the data from and how to go about pulling it

Decided to not bother with species and cwt_reporting_agencies for now.
