Interdomain testing on real clusters is unhealthy #214

Definition of done

  1. Remove cloudtest usage.
  2. Start clusters as we start them on gke/aws/packet/aks repositories.
  3. Properly handle corner cases (one cluster provider doesn't have resources or we get a force push into build branch)
