Current scripts/Windows/README documentation and build-mingw-nut.sh script detail a working scenario for Debian/Ubuntu cross-builds. There are placeholders for RPM based systems (extendable to potentially other, even non-Linux? environments)

FWIW, https://build.opensuse.org/project/show/windows:mingw:win32 and https://build.opensuse.org/project/show/windows:mingw:win64 define a lot of recipes (not covering all of NUT dependencies though), so OpenSUSE 15.3, 15.4 or Tumbleweed can be platforms of interest for alternative builds.
