SNMP: create an additional Tripplite MIB mapping #309

as per report in #171, a dedicated Tripplite MIB exists, beside from the IETF data. This should be added once @bkcsfi has sent the results back

Hi,

I noticed this seemed to have gone stagnate. I have 4x tripplite SNMPwebcards, in two different UPS (SU1000XLa and SU1500XL) and I would love to get this working better.

In particular, outlet control would be awesome. I have already figured out how to do it manually via snmpset/get, but i can see some of the values that I used to do that were actually generated by that gen-snmp-subdriver.sh script, in particular, tlUpsOutletState and tlUpsOutletControl are the OID's I had been playing with for my purposes, to individually switch load banks.
