MQTT driver #408

Create a generic driver to support MQTT devices.

It will:

use Eclipse Mosquitto(TM) (https://mosquitto.org/)
support various devices (ups, pdu, ...)
use external definition files, including default communication settings (such as topics), and data mapping structures (probably DMF - Data Mapping Files) to map between MQTT published data and NUT namespace

A preliminary support has already been committed: https://github.com/networkupstools/nut/tree/nutdrv_mqtt

[ ] data mapping and upsdrv_update implementation
[ ] support for Mosquitto 0.x / 1.x (currently, only 1.x supported)?

I've been thinking about passive support for flashed Sonoff type devices. This would help with that.
