Add apcupsd support to nut-scanner #68

With the apcupsd-ups driver merged into master, it would be handy to be able to scan for existing apcupsd NIS servers.

Basic detection would be an open TCP port 3551.

Good idea! Beside the basic port detection, it's wise, as for NUT for example, to use some "client" code to test the actual availability of apcupsd
