Implement creating a new question #17

Make the already existing CreateQuestionModal actually work, i.e. when clicking on "Erstellen" a question is created in the database via the GraphQL api.

Also prepare for the response code 303 and raise an alert reading "Eine Frage mit gleichem Wortlaut in der gleichen Kategorie existiert bereits"
