[vscode] add basic features to `netzo.netzo-vscode` extension #51

A dummy netzo.netzo-vscode@0.0.0 extension (fork from antfu/starter-vscode) has been published to reserve the name. This issue is meant to track ideas of features which this extension could provide:

[ ] set custom icon for netzo.config file
[ ] prompt the user to include a netzo.config file if none detected at root
