Current jar publication mode in bintray no longer supported

Describe the bug

Bintray shut down and (AFAIR..) the publication of bouncy-gpg still uses it.

Way Forward

• Decide on where to publish (maven central?)
• Decide on how we can limit "non me" write access to the java namespace name.neuhalfen by contributors to the bouncy-gpg section

I've experience setting up maven-based deployment to GH packages and Central.

The only problem is registering the namespace in Central. They are in the process of migrating to some new CRM internally so this may be a little bit challenging at the moment

One way of limiting may be moving repo to a public organization and maybe changing the group then if you're ok with that
