Add tags to indicate actions

Let the llm decide which tag to add. When you need to retrieve the contents of a file on GitHub it should add gitraw as a label. Then have a workflow listen to that and trigger the appropriate llm chain to comment the content of the file or just the relevance for the task to the comment
