add new README with startup info #28

What

This PR closes issue #24 , adding a new more comprehensive README to the repository

Why

Now users can quickly install and run a basic manipulation of the phasevocoder from the main github page

How

Links to the tutorial, and paper were added code to pip install and run a basic command were added citation and licensing information was added

Testing

Rendering has been tested for formatting
