GSoC-2021 : Istanbul CLI integrated with Mocha. #281

The following additions have been made:

Istanbul CLI integrated with Mocha in the codebase.
nyc dependency added to the repo.

Note: nyc is the CLI dependency of Istanbul. This will help us analyse the code coverage in a organised and systematic way. The plan is to add it to the CI/CD pipeline as we move forward.
