[ENH] Add JSON formatting matching, annotations-only changes check, tests #6

Changes proposed in this pull request:

Add functions to match formatting of new and current JSON files, incl:
- newline characters
- indentation
Add check that only the "Annotations" section of a JSON has been changed; otherwise, include warning in API response
Update warnings in API response to be a list
