find the PR by looking for different origin repo names
apply the _community label

The actual handling will be done by the existing workflow for bot PRs

Shoot, sorry @surchs, I forgot I actually had another question about this PR.

Shouldn't this workflow actually live under template_workflows and not the .github directory? I think we want it in every repo, right?
