Add pytest workflows to synced workflows

All of our python repos (should) have the same testing workflow (with different names):

• n-API: https://github.com/neurobagel/api/blob/bc6bb9f4d180a3d19d26333b0032ad35f37f4a26/.github/workflows/test.yaml

We should replace these workflows with a single pytest run workflow synced from the workflows repo. This new, synced workflow should also address https://github.com/neurobagel/planning/issues/89
