deleting packages from setup.py and requirements.txt #309

Deleting all the packages from requirements.txt and replacing it with -e . which installs all the packages from setup.py.
Removed opencv, statsmodels.
Earlier we depended on our own branch of cloud-volume, now we depend on the main version available on pypi.
