Improved the guidelines section. Created a separate para for pull request naming conventions.

Additional information :-

I have followed the contributions docs in scipy and scikit-learn while drafting this document. I wished to know if I should also add a "Issues for New Contributors" and Stalled "pull requests" sections to it. In that case I will create another PR and include the same.
