Create graphgen service for probabilistic fiber tracts #109

This involves making a design decision regarding how we want to represent our graphs - do we threshold fibers and have deterministic graphs? Do we have probabilistic graphs? We can discuss once I have stable probabilistic fiber generation, @willgray @jovo.

most-def, though implementation is likely a week or two away so no huge rush on the discussion if other things are more pressing :)

I agree, save both, is for sure where we want to start.
