Update the windows configuration of VSCode extentions. #11

  1. The extentions of VSCode have been improved a lot since last course, and I have updated the extentions.
  2. Detail some of the steps with commands.
  3. Not sure whether the docker approach is easy enough to follow, what I usually do is create my own develop env with a docker file, map the port and use either jupyter lab or VSCode to connect to it. Need some time to figure out how to update this part.
