Feature ctrnn substep and some general cleanup #57

implements #26
removed unneeded option "neuron_activation_inplace" for ctrnn
removed boring example configurations. And simplified remaining configs

can be merged, if reviewers see no problem here.

note: because an option is gone, many files are affected
