fitness as observation #71

add boolean option to episoderunnner.

if true, than then add the last fitness to next observation for the brain.

I made a first try in https://github.com/neuroevolution-ai/NeuroEvolution-CTRNN_new/tree/feature_fitness_as_obs

but it's trash. And it will be much easier to implement after the current PRs have been merged (especially #53 , but also #65)
