remove feature-creep and clutter #90

when I looked at the source-code after a month of abstinence, I noticed some problems, which I will soon address:

regarding feature-creep

remove every thing related to novelty-search and behavior-characteristics
maybe remove dask_handler.py
remove special-handling for envs which are not used anymore:
- ReverseShaped-v0
- use_autoencoder
- everything for atari-envs
- BipedalWalker
- QbertHard-v0

regarding clutter:

remove:
- temp/, file.txt position.json, temp.py, visualize.puml, processes.puml
- configurations/evaluation/
- neuro_evolution_ctrnn/conftest.py
- neuro_evolution_ctrnn/solve_reverse.py
- neuro_evolution_ctrnn/tools/ae.pt
- neuro_evolution_ctrnn/tools/ae_wrapper.py
- neuro_evolution_ctrnn/tools/atari_wrappers.py

note: visualize.puml and processes.puml could be move to a documentation-directory or the wiki on the github.
