Add/delete/view annotations using light-weight cloud function annotation backend

• use user token, dataset information, and cloud function endpoint to interact with the annotation interface
• download all annotations from the endpoint when starting neuroglancer
• add option to add annotations
• add option to delete annotations

You can allow users to see all annotations or just the ones with their user name as an option.
