Clarification since there was some confusion about this task. This is for applying for permission to access the data; writing an application to NH, somebody reviewing, then being given the relevant permissions. This is in contrast to User stories for accessing data ( https://app.asana.com/0/0/1159057474976521 ), which is detailing how users who have already received permission can access the data. Applying for permission (this task) -> Administrative process. Accessing data (other task) -> Technical description.
