This PR adds a community page with the following sections:
Contributing guide (heavily based on brainglobe / movement)
Guiding principles (some general principles to guide the development of neuroblueprint and datashuttle)
Roadmap (currently without dates)
At present the roadmap is located here but should be moved to the NIU page (see NIU roadmap PR. This makes sense
as this roadmap is for datashuttle and neuroblueprint anyway. Currently the roadmap
does not have dates, we can discuss this further either here or on the NIU PR.
