Improvements to the layout and components of the Settings page:

Things fixed compared to the gui branch:

New FeatureRange component, properly updates, removes and adds frequency ranges

To do:

Fix updating of primitive values at the settings root (e.g. sampling_rate_features_hz)
Remove Accordions from the feature settings and add a FeatureSelector component

@toni-neurosc Sorry to make pressure, but when do you think we will be able to merge this into gui_graphs? What are the required changes? It would be great to have a working settings page for debugging the other branch as well :smile:
