Latest NEURON release is incompatible with latest Fedora release #42

See: https://github.com/neuronsimulator/nrn-build-ci/runs/6500524268 This is (presumably) because the latest version of Fedora (presumably) ships GCC 12, and the 8.1.0 release of NEURON does not include https://github.com/BlueBrain/CoreNeuron/pull/818. We should disable the fedora:latest + latest-release-of-NEURON build until there is a newer NEURON. See https://github.com/neuronsimulator/nrn-build-ci/pull/36 for a recipe.

Now 8.2.0 is released, this is no longer an issue: https://github.com/neuronsimulator/nrn-build-ci/runs/7227719691.
