Migrate away from CentOS 7 #68

CentOS 7 is scheduled for EOL on 2024-06-30 (less than a month since the time of writing), so we should migrate away from it before that date. In the worst-case scenario (no replacement), we will need to remove it entirely from the job matrix.

At least for the build CI, this was done in #70. manylinux2014, which is based on CentOS 7, will still be maintained for a while.
