New dataset `synthrad-challenge-2023` #316

Description

I would like to push a new dataset synthrad-challenge-2023 to our git-annex server. This is a public dataset (https://aapm.onlinelibrary.wiley.com/doi/full/10.1002/mp.16529) with MRI T1w scans and CT scans of the pelvis region which is used for the totalsegmentator-mri project.

It looks like the bids-validator is not happy with CT scans because this anatomic modality is not yet handled by bids.

Alright, I created the new dataset, and added you as a collaborator: https://data.neuro.polymtl.ca/datasets/synthrad-challenge-2023

Note to self: I still need to make it watched by the relevant people.
