Publication automation should be done, as is demonstrated by https://namgo.github.io/neuro.polymtl.ca/publications/journal_articles.html in reference to issue #61

I've added the following to actions:

• cron schedule (weekly runs)
• bibeasy clone&run
• since we only need the combined article+conference articles, the individual separate generated files gets removed
• looks like I added "Build Website" to the job name, this was me tracking things in my own builds, kept it though

I also removed the existing generation-backed file.
