Move tests directory. #30

The tests directory is not part of the parsimony package, but rather a part of the pylearn-parsimony library. (We can not [should not] do import parsimony.tests.) I propose to move the tests directory from pylearn-parsimony/parsimony/tests to pylearn-parsimony/tests.
