Updated circleci config.yml and install_spm12.sh #328

Config.yml now uses conda to specify build environments. install_spm12.sh now contains updated paths to standalone SPM compiled using Matlab 2019b, and to Matlab MCR for v2019b.

@bthirion could you please take a look and merge if it's ok?

However, the Travis failure corresponds to configuration issue, so I'm afraid that the configuration is still wrong. Can you check the failure ?
